Because most of the fizz from these combinations happens in the first few seconds and I’m not sure that there would be enough released bubbles left by the time it was mixed in to have any rising effect on the finished item. Or do I add the baking soda to the dry ingredients, and then add the liquid to the other wet ingredients and the baking soda and the acidic liquid will react with each other when the wet and dry ingredients of the recipe are combined?

Baking Soda doesn’t ever go bad, regardless of what the expiration date says. (That’s just put there so you’ll buy more). Baking Powder, on the other hand, will lose its strength if exposed to moisture. Well-sealed in a dry climate it can last for years, in a humid place much less. (Shelly’s fizz test is the best way to tell if it still has r[a]ising power).
